INTRO
The term “Public Management”, as distinct from “Public Administration”, began to emerge in the late 1970’s. Professor Bozeman was an early contributor to public management not only with his books Public Management and Policy Analysis and Strategic Public Management, but also as a founder of the Public Management Research Association in the early 1980’s. In this lecture he discusses the historical evolution of public management and its differences from public administration, including the early influences of business management, the later impacts of the New Public Management and the very recent development of current model he is developing termed “Public Values-Based Management”, which is intended as a counterpoint to some of the economic efficiency principles of the New Public Management. He concludes with a brief overview of the reasons why these central issues in public administration/public management matter for the governance of societies throughout the world.
波兹曼教授是美国公共管理学界排名前五的高产教授，久负盛名，桃李遍布世界各地。他是当代公共经营理论(Public Management Theory)的开山大师，对公共经营理论有深刻的了解。 他的公共价值理论和“所有的组织都是公共的”是当代公共管理理论的学术前沿，与我国新时代以民生为本的改革创新国策有重大的相关性和启示意义。波兹曼教授在美国科技组织管理、技术转让、高等教育政策方面也有很深的造诣。
